Terms of participation
1.General
The 23rd
Moscow International Book Fair (MIBF) will be held on the grounds of the All-Russian Exhibition Centre between September 1 and 6, 2010. The Fair’s official opening will take place at 12.00, Wednesday, September 1, 2010. The Fair will be open for public between 10.00 am and 6.00 pm (September 6th – 10.00 am – 5.00 pm).

Moscow International Book Fair. The Fair ‘s preparation and arrangement is in the hands of the “General Directorate for International
Book Exhibitions and Fairs” State Enterprise (16,
Exhibitors, to be applicants after submitting applications for participation in the Fair, shall accept the Legal Regulation of Parties’ Relations and the Fair’s Terms of Participation. Any alterations shall be submitted in written and signed by an authorized official of the General Directorate, which obtains the absolute right to interpret the regulations and make additions, alterations and
amendments.
2. Exhibitors
The Fair participant can be book publishing and book selling companies and organizations,
international and national associations of book publishers and book distributors, copyright, literary and news agencies and societies, as well as other organizations and unions, accepting the 23rd MIBF Terms of Participation.
3. Exhibits
The 23rd MIBF exhibits works to be displayed, sold and open for rights acquisition, namely books on different subjects, periodicals, sheet music, maps, atlases and globes, postcards, art reproductions, postal stamps and other printed matter, as well as gramophone records, compact discs, video cassettes, slides as well as pre-print equipment and technologies.

4. Fair Official Registration
An application for participation in the Fair submitted to the General Directorate shall be considered as an applicant’s decision to participate in the Fair and his readiness to pay in time invoices for his participation in the Fair and all expenses of his application’s registration. Since the day the Organizer forwards its invoice to an
applicant for the 23rd MIBF participation, the General Directorate, on the one hand, and the applicant, on the other hand, shall enter an agreement in accordance with the 23rd Fair’s Terms of
Participation
5. Exhibition Space, Equipment and Services
An exhibitor may temporally use space exclusively in conformity with the Fair’s aims and subject. An exhibitor’s activities, as well as his stand’s audio, illumination and other equipment shall not impede the activities of adjacent stands and other Fair participants. The use of sound amplifiers is not allowed. The Organizer has the right to fine disturbers.
Disposition of stands is determined according to a location zone chosen by an exhibitor and the Organizer’s registration date of the Fair participant’s application as well as timely payment for the Fair participation. The General Directorate reserves the right to alter the layout of expositions, including the disposition of stands in pavilions and the ordered space with the subsequent correction of payment sums.
The General Directorate shall provide the Fair participants with leased standard modules, signboards with a stand number and an exhibitor’ name, furniture and other equipment, as well as render services of interpreters, stand attendants, electricians and other specialists.
The right of enjoyment of leased materials and services, indicated in an application for the Fair participation, passes from the General Directorate to an exhibitor before the Fair’s official opening, if
the Organizer’s invoice
is fully covered by the exhibitor, and is authorized by the Organizer with a statement on acceptance of works (services), which fixes the transaction’s final
price.
An exhibitor shall cover his damage of exhibition space, equipment and furniture at the rate of its three-time cost.
An exhibitor may use his own furniture and equipment and design his stand according to his plan. In this case an exhibitor’s draft design plan, his exhibit’s electrical scheme and estimated power consumption shall be approved by the Organizer before July 1st, 2010.
The Organizer has the right to demand additional payment equal to 7.5% of the rented exhibition space’s cost, equipment excluded, if an exhibitor’s exposition height exceeds 2.50 m.
An official representative of an exhibitor shall be present at his stand during the entire Fair period between its opening and closing time.
The exhibitor may dismantle his exposition, stand design and equipment only after the Fair closure and finish the disassembly works within two days.
The General Directorate shall bear no responsibility for safety of exhibits, including the cases of theft and fire.
Exhibitors and stand attendants, hired by exhibitors at their own expense, are responsible for fire and their exhibits safety during the Fair period. In case of a shared (corporate) exhibit an exhibitor shall pay a fee for the exhibit’s each participant.
6. Payments
Payment of expenses for the Fair participation shall be made by an exhibitor against the General Directorate’s invoices in conformity with acting trade and payment agreements between
and an exhibitor’s country. Russian exhibitors cover their invoices in rubles. The rate of a conventional unit (CU) is established by the General Directorate. If a payment fixed date is overrun, the Organizer has the right to annul a debtor’s application, informing him with a special Participation Nullification Notice. In this case the exhibitor shall cover in indisputable way to the General Directorate all its expenses, incurred to carry out works for the exhibitor and mentioned in a special invoice.
If an applicant already arrived to the Fair, but had failed to receive any Participation Nullification Notice and had not covered the invoice, he shall pay the necessary sum at the General Directorate’s cash desk before the Fair opening day. This is the only way for the applicant to become a Fair participant.
The final accounts, including payment of additional services rendered during the Fair, shall
be covered indisputably by a bank transfer within a week starting from the day, on which an exhibitor receives the General Directorate additional invoice. Invoices are considered to be paid only after money arrival to the General Directorate’s bank account or cash desk. Acceptance of executed works shall be their actual fulfillment, confirmed by the Organizer’s Statement on Acceptance of Works dated the Fair opening day. The prepared Statement shall be forwarded to an exhibitor. It is deemed that, the fulfilled works are considered accepted with an exhibitor’s tacit consent, if the exhibitor doesn’t reprimand within seven days since the date of the Statement. In case of an exhibitor’s complete or partial refusal to use his exhibition space, equipment or services, ordered by an applicant, he shall pay to the General Directorate a forfeit
at the following rates: 25% of the cost of refused exhibition space, equipment and other services (with a refusal before June 1st, 2010); equal to 50% (with a refusal before August 1st, 2010); and 100% of the cost of refused space, equipment and other services (with a refusal after
August 1st, 2010). The General Directorate reserves the right to alter the basic prices due to alterations of the Russian tax legislation.
7. Fair Catalogue, Events Programme and Exhibitor Badges
By the Fair opening day the General Directorate issues the Fair official catalogue and Events Programme based on the exhibitors’ applications. An exhibitor’s information and his events are published in the Fair Catalogue and Events Programme free of charge. The Fair participants shall submit brief data (up to 300 characters) about their activities to be published in the Catalogue. An exhibitor pays for publication of his additional
information and advertising in the Fair Catalogue.
The General Directorate shall bear no responsibility for errors and omissions in the original text submitted by an exhibitor for the Fair Catalogue and Events Programme. The Organizer shall provide an exhibitor with free copies of Fair Catalogue, Events Programme and exhibitor badges in quantities set by the Fair norms. An exhibitor can buy extra copies of the Catalogue and the Events Programme. The Fair exhibitors can get Fair Catalogues, Events Programme and exhibitor badges in their Pavilion. In order to arrange public attendance of cultural events mentioned in the Fair Programme the General Directorate shall undertake responsibility on issue and sale of admission tickets at the prices fixed by the Organizer.
8. Force Majeure
The General Directorate shall bear no responsibility for disruption of the Fair due to force majeure circumstances. But in this case the Organizer has the right to change the Fair dates and location. In their turn the Fair exhibitors shall agree that under these circumstances the General
Directorate also suffers losses and is unable to indemnify an exhibitor’s damage. Therefore, the Organizer shall not indemnify sums paid by the Fair exhibitors as fees and payments to cover various services connected with their participation in the Fair.

11. Arbitration
In case of any disputes on organizational issues occurring during the Fair the Parties shall draw up a bilateral Act of Differences that shall be the only document on possible claims.
